OTHER DEVELOPER LAUNCHES

The Parkwood Collection is a new cluster housing development in the Hougang area, in the long established Realty Park private residential estate. It is being developed by Fantasia Investment (Singapore).

Cluster housing developments on this scale are rare. What is also rare is one that is so close to an MRT station. The Parkwood Collection site was fiercely contended for, drawing 11 bids at the GLS tender because of that. What it has against it, is that in is sited on 99 year leasehold land, in an estate where the older existing homes are all on 999 leasehold land.

But it might still draw buyers who prefer a brand new place that does not have any potential “history” to it, given that most existing freehold homes in Singapore are over 50 years old. So if you like the idea of landed living with facilities, and the advantage of being within easy walking distance of Hougang MRT station and town centre, then Parkwood Collection should be worth considering.

As with most town centres (like the one at Chua Chu Kang centre within walking distance of Wandervale), residents at the Parkwood Collection will get the conveniences too. Such as a couple of shopping centres, two NTUC Fairprice Supermarkets, food courts and cafes and fast food outlets, shops and community library, banks, and so on.

The Parkwood Collection itself will comprise 50 semi-detached and 3 terrace units, making a total of 53 cluster houses available for sale here. Each one will come with a private home lift, a basement level where the 2 private car park spaces are, 3 floors of living space, and an attic.

At least 80% of the units at Parkwood Collection will get direct access to the pool. There will be other communal facilities as well. Each fittings are finishings are to a high standard. The bathrooms and kitchens will be fully fitted out, and appliances supplied, including the fridge and washing machine and dryer.

Citizenship
  • Main applicant must be Singapore Citizen
  • Your application must include at least another Singapore Citizen or Permanent Resident

Age
  • All applicants must be at least 21 years old when applying for this Lumina Grand EC
  • If applying under the Joint Singles Scheme, both must be at least 35 years old

Family Nucleus

Applicants must comprise a family nucleus under one of the schemes listed here:

  • Public Scheme
    You (the applicant) and;
    * Your spouse, and children (if any)
    * Your parents, and siblings (if any)
    * Your children under your legal custody (if you are divorced or widowed)
  • Fiance/Fiancee Scheme
    You (the applicant) and your fiance/fiancee
  • Orphan Scheme
    You (the applicant) and;
    * Your unmarried sisters/brothers, or
    * Another unrelated single orphan
  • Joint Singles Scheme
    You (the applicant) and another single person

Income Ceiling
  • Your total monthly household income must not exceed SGD$14,000

 

Special Requirement for Undischarged Bankrupts

Undischarged bankrupts must seek the Official Assignee (OA)’s consent to apply for the Lumina Grand EC launch. However, they do not need to seek the OA’s approval to be included as an occupier.
 

Ownership of Private Property

You, your spouse, and any occupiers & their spouses in this application, must not own or have disposed of, or have any part or share in any private flat, house, building or land (including overseas property).
* Within 30 months before the date of application, and
* Between the application date and date of taking possession of this new Lumina Grand EC.
 

Owners/Ex-owners of HDB flats / DBSS flats / EC units

Each Singaporean household is allowed to buy the following housing types only twice:
* a direct flat from HDB;
* a resale flat with the CPF Housing Grant (only applicable to 1st timers);
* a DBSS flat from a developer;
* an Executive Condominium from a developer.

If you’ve already bought 2 such units, you cannot apply for, or be listed as an essential occupier in an application to buy a unit at the Wandervale EC launch.
 

Definition of 1st timer Applicants

You and any essential family members listed in your application for the new Lumina Grand EC launch, have NEVER:
* Bought a direct flat from HDB, or a DBSS flat or Executive Condo from developer
* Sold a flat bought directly from HDB, or DBSS flat or EC bought from developer
* Received the CPF Housing Grant for the purchase of an HDB resale flat
* Enjoyed other forms of housing subsidy (eg. SERS, privatisation of HUDC estate, etc)

70% of units will be set aside for first-timers during the initial period of the Lumina Grand EC showflat launch.
 

Definition of 2nd timer Applicants

You or the essential family members in your application have owned/sold or are currently owners of:
* Any HDB flat that was bought direct from HDB, or
* Any resale flat that was bought under the CPF Housing Grant Scheme, or
* A DBSS flat or an EC bought from the developer, or
* Have enjoyed other forms of housing subsidy (eg. SERS, privatisation of HUDC estate etc.)

2nd timers buying Wandervale EC are required to pay a Resale Levy. For details on the resale levy, see this page (opens in new window).
 

Existing Owner or Ex-Owner Of

* Flat bought directly from HDB
* DBSS flat bought from a developer
* Resale flat bought under the CPF Housing Grant Scheme

If you belong to any of the above categories, you may apply to buy a Wandervale EC unit on condition that a 5-year period (excluding any period of subletting the whole flat) has lapsed from the #date of taking possession of the previous flat to date of application for this new Choa Chu Kang EC.

# The date of taking possession refers to following dates:
* Date of key collection, for flats bought directly from HDB
* Date of resale completion, for resale flats bought from open market with CPF Housing Grant
* Date of transfer at market value of flats bought with a CPF Housing Grant
* Date of key collection for EC/DBSS flats bought from a developer
 

Ex-owners of an Executive Condominium

Are you, your spouse or any of the essential occupiers listed in the application an ex-owner of an EC unit bought directly from a developer? If so, you would need to wait at least 5 years from the date of taking possession of the earlier EC before applying for this Lumina Grand EC.

30-Month Period
In addition, you need to wait out a 30-month period from the effective date of disposal (i.e., date of legal completion of the sale of your Executive Condominium, evidenced by the Notice of Transfer or such other documentary evidence as HDB may require) of that EC, before you can apply to buy a unit at the Lumina Grand EC showflat launch.
 

Essential Occupiers

Any person applying to buy the Wandervale EC or be listed as an occupier must not currently be listed as an essential occupier of:
* An existing HDB flat bought direct from HDB,
* A DBSS flat bought under the CPF Housing Grant Scheme, or,
* A resale flat bought under the CPF Housing Grant Scheme

However, you may be eligible if you have stayed in the existing flat for at least 5 years from the #date of taking possession of the existing flat to the date of application for this new Lumina Grand EC launch.
 

Cancellation of Application After Booking a Flat

If you booked a new HDB flat and subsequently cancel your booking, you will have to wait out a 1-year period from the date of the cancellation before you can apply or be listed as an essential occupier for this Lumina Grand EC showflat application.
 

Divorcees

Within 3 years from the date of a divorce, only one party in the divorce can own one of the following housing units:

  • Flat bought direct from HDB
  • DBSS flat / EC bought direct from a private developer
  • Resale flat bought from open market under the CPF Housing Grant Scheme

If there is an existing matrimonial home which is one of the above, and that home is retained by your ex-spouse, you may apply to buy or be listed as an essential occupier in the Wandervale EC only after 3 years your date of divorce.

However, this 3-year wait out period will not apply if you are buying this new Choa Chu Kang EC with your parents or a new spouse.

If there is no matrimonial home or the matrimonial home was bought from the open market without any CPF Housing Grant, you may apply at this Choa Chu Kang EC launch after you obtain your ex-spouse’s consent not to own or be listed as an essential occupier in any of the above housing types within the 3-year period from the date of divorce.

The requirement for ex-spouse’s consent is waived if you are buying this new Choa Chu Kang EC with your parents or a new spouse or if you are buying a resale flat from the open market without the CPF Housing Grant.

The requirement to seek your ex-spouse’s consent during the 3-year period from the date of divorce is also waived if you meet the following conditions:

  • All your children are below 18 years old at the date of divorce; and
  • You have the legal custody of all your children and are also the only parent with the care and control of all your children

 

Person Who Has Bought an EC/DBSS Flat with CPF Housing Grant

A person who bought an EC or DBSS flat with CPF Housing Grant but terminated the Sale & Purchase Agreement may apply to buy a unit at this new Choa Chu Kang EC launch.

However, this is allowed on the condition that a 5-year period has lapsed from the termination date of the Sale & Purchase Agreement of their earlier EC or DBSS flat purchase, to the date of application for this Choa Chu Kang EC.

Average gross monthly household income should not exceed $14,000. If it exceeds $14,000, contact us for assistance to apply for the Wander Vale EC, to be considered on a case by case basis.

Employed Person with Fixed Monthly Income Assessed based on your average monthly gross income over the last 3 months

Documents to submit:

  • Latest 3 months’ payslips i.e. month of application and preceding 2 months; or
  • Letter from employer (with company stamp/letterhead, name, signature & designation of certifying officer) stating applicant’s full name & NRIC, tabulating & certifying your Gross salary for month of application for the Wander Vale EC, and preceding 2 months

NOTE:

  • Notice of Assessment (NOA) from Inland Revenue Authority of Singapore (IRAS) is not acceptable for employed persons
  • Bonuses do not form part of the assessment for the Wander Vale EC, and will be excluded
Employed Person with Variable Monthly Income

  • Latest NOA (Notice of Assessment) from IRAS or Statement of Annual Accounts certified by an Audit Firm; and
  • Valid Accounting & Corporate Regulatory Authority (ACRA) Computer Information (Business Profile) / Valid license of business/trade
Odd Job Worker Assessed based on your average monthly gross income for the past 12 months.

Documents to submit:

  • Latest NOA from IRAS; and
  • Previous year’s NOA from IRAS
Unemployed Person Proof of unemployment

  • Statutory Declaration* to declare employment status; OR
  • Valid Student Pass

NOTE:

  • *Applicable to applicants & occupiers of the Wander Vale EC who are between 18 to 62 years old and are unemployed.
  • If the applicants & occupiers are unemployed for fewer than 3 months, the average income will be computed based on number of actual months he/she has worked.

If you are not in Singapore, you can make the Statutory Declaration in the presence of a Commissioner for Oaths or Notary Public in your country of stay.

The Statutory Declaration should be done only when you buy a unit, so do it after booking your Wander Vale EC unit, on the same day preferably.

Household status You and the essential family members listed in the application for purchase of a unit at the Wandervale EC must not:

  • Be the owners of a flat bought direct from HDB, a DBSS flat or an Executive Condominium bought with CPF Housing Grant from the developer
  • Have sold a flat bought direct from HDB, a DBSS flat or an Executive Condominium bought with CPF Housing Grant from the developer
  • Have received the CPF Housing Grant for the purchase of an HDB resale flat
  • Have taken other forms of housing subsidy (e.g. benefitted under the Selective En bloc Redevelopment Scheme, or privatisation of HUDC estate, etc)

How to Apply

You may apply for the CPF Housing Grant when you book a unit with the developer. You will be provided the form to apply for the grant, and the developer will submit this form with the rest of your application for the Wandervale EC.

Can the Grant be Deferred?

Can 1st Timer Buyers ‘keep’ the CPF Housing Grant for purchase of the next BTO or EC instead?

  • No. The CPF Housing Grant cannot be kept for the next BTO / EC purchase. If you don’t use it for your first EC purchase, you will forfeit it.
  • Furthermore, even if you don’t take the grant this time, you will still be subject to the resale levy if you buy a BTO HDB flat or another new EC in future.
  • So if you are eligible, you should avail yourself of the CPF Housing Grant now. As you progress in your career, your income is likely to increase, which could make you ineligible to purchase an EC or get the grant in future.

Disbursement of Grant

The Grant is given only to the Singapore Citizen (not the SPR spouse).

Use of Grant

The CPF Housing Grant will be credited to your CPF Ordinary Account & treated as part of your CPF fund. It can be used to pay for the CPF portion of the downpayment for the Wandervale EC at the time of signing of the Sales & Purchase Agreement, after you have paid the cash payment (if applicable), or to reduce the mortgage loan.

The CPF Housing Grant will be included in the computation of the CPF withdrawal limit for your Wandervale EC purchase.
